The Larry H. Miller Company, with the support of a broad and diverse coalition of community leaders, is redeveloping approximately 100 acres in the heart of Salt Lake City’s westside. This site, known as the Power District, has been owned by Rocky Mountain Power for decades and features views of the downtown skyline and pristine Wasatch Mountains. The project incorporates several area master plans that have been developed over the years and coalesces a unified vision for the capital city’s westside community.

The Power District: The Center of the Crossroads of the West

The Power District is ideally located between the Salt Lake City International Airport, downtown Salt Lake City and at the intersection of three major interstates (I-80, I-15, I-215). UTA’s light rail system, TRAX, also runs along the Power District and includes two stations. The Power District is the most accessible location along the Wasatch Front and is only 30 minutes from Park City and Utah’s world-class ski resorts.

Unprecedented Amenities: Jordan River and State Fairpark

The Power District includes a $3.5+ billion private investment that provides a generational opportunity to energize the gateway neighborhood of Utah’s Capital City by enhancing two state amenities—the Jordan River and Utah State Fairpark. Historically, development in Utah has mostly ignored the Jordan River rather than featuring it. The Power District will bring this underutilized state asset to life and will create a walkable mixed-use experience on both banks of the river. The development will also highlight the cultural legacy of the Utah State Fairpark, including its rich heritage of agriculture. The Power District will partner with the State Fairpark and will build upon and incorporate its already established master plan into the overall development.

The Power District will provide a historic investment in Salt Lake City’s westside community and will create a place for families from all over Utah to gather. This catalytic development will build upon the vibrancy and culture along the North Temple corridor and will feature the best local restaurants, prioritize local businesses, and create year-round programming. The Power District will be a connecting point of culture, business, and recreation from east to west and north to south.

A Major League Opportunity

The Larry H. Miller Company and Miller family are leading a broad-based community effort called Big League Utah aimed at securing a Major League Baseball expansion franchise. Big League Utah has identified the Power District as the ideal location for an MLB Ballpark.

CSL, a third-party consultant, conducted a market assessment on Salt Lake City and found both a robust appetite for professional baseball and strong data that suggests Utah would be a thriving market for an MLB expansion team. This market assessment recommended a seating capacity of 30,000-35,000 for an MLB ballpark in Utah. 

Utah boasts a top economy, has high median household incomes, is the fastest-growing state, and has the youngest population in the country.

Beginning in 2024: A Vibrant, Mixed-Use Development

The Power District development vision includes the Utah State Fairpark and improvements to the Jordan River. The LHM Company is working closely with the Utah State Fairpark board, Salt Lake City, the Jordan River Commission, and state leaders to incorporate various community master and land-use plans into the development framework. Larry H. Miller Real Estate, with its award-winning community design team, is collaborating with Boston-based Sasaki, an internationally recognized urban planning and community design firm to develop this best-in-class placemaking vision. The LHM Company is working with westside community leaders and will continue to engage with key stakeholders and neighbors as plans develop. Phase 1 of the development begins in 2024 with the new Rocky Mountain Power headquarters building.

The Power District is an approximately 100-acre site in the heart of Salt Lake City’s westside. In addition to the ballpark, the planned development will include retail, residential, commercial and entertainment venues providing a 365-day experience with year-round activation and programming. The Power District will bring affordable housing options and employment opportunities to the area.

Creating economic development around the stadium district allows investment in the State Fairpark infrastructure, which elevates its purpose and ability to support the Fairpark’s mission and to host the annual State Fair, along with other year-round events. The development continues the State Fairpark’s position as a self-sustaining state asset and catalyst for community investment.

In conjunction with the Jordan River Planning Commission, the plan proposes to elevate the health of the Jordan River by modeling water-use development and improving safety, as well as providing recreation and maintenance solutions. This investment will develop this natural asset into a gem all Utahns can be proud of and position Salt Lake as a River City.

The plan for the Power District seeks to support families, deliver amenities that reflect culture, heal perception, and strengthen connection to the rest of the city. It also aims to stimulate equitable investment in the westside and extend commercial and recreational activity, weaving the area into the greater fabric of downtown Salt Lake City.

Revitalizing the river and reactivating this part of the city will naturally result in a place that’s not only safe for families but vibrantly enjoyable for everyone. Project leaders will keep residents informed on construction plans, impact to roadways and access, as well as timelines for phased development.

Because of the private investment and support, planning and construction on the improvements to the westside, including the Power District, State Fairpark, and Jordan River parcels, can begin right away. MLB has not put a timeline on team expansion, but the shovel-ready nature of the site at the Power District will enable ballpark construction to begin immediately, as needed.
